POKMASWAS Training Specialist – Indonesia

Chemonics International Inc. seeks a POKMASWAS Training Specialist for the USAID-funded Indonesia Marine and Climate Support (IMACS) Project. The goal of the IMACS Project is to contribute to the sustainable management of Indonesia’s marine and coastal ecosystems through support to the Ministry of Marine Affairs and Fisheries (MMAF). The IMACS Project is now in its fifth and final year, and is seeking a short-term, full-time POKMASWAS (Kelompok Masyarakat Pengawas) Training Specialist The objective of this assignment is to develop and deliver a training program on POKMASWAS SOPs to enhance the capacity of POKMASWAS in IMACS target areas of SULTRA and/or NTB, and strengthen collaboration with enforcement agencies.
Ultimately, this assignment will contribute to more effective fishery management, thereby improving food security and conserving marine biodiversity.
This position is based in Jakarta, beginning on/around July 6, through end of August, 2015. This assignment may require occasional travel to field locations within Indonesia
Responsibilities
  • Establish a working relationship with POKMASWAS members, fishing companies, enforcement agencies and DKPs in IMACS target areas of SULTRA and/or NTB, and PSDKP;
  • Review the existing POKMASWAS SOP developed by IMACS in consultation with key stakeholders;
  • Identify those components of the SOP that are relevant to POKMASWAS members and fishing communities;
  • Develop a training program and associated materials to transfer this SOP knowledge and skills to POKMASWAS;
  • Develop pre- and post-training evaluations to asses performance of participants against clear and measurable training goals and objectives;
  • Gather inputs and feedback on the proposed training program from stakeholders that may include PSDKP, DKPs, and POKMASWAS members;
  • Deliver this training program to POKMASWAS groups and enforcement agencies in few provinces.
Qualifications
  • Master’s degree in community development, international development, or coastal resource management or at least five years’ experience developing, designing and delivering training programs within coastal communities;
  • Proven ability to work effectively with a range of stakeholders, including central government, regional government, private sector and coastal communities.
  • Experience of training implementation and reporting for USAID or similar organizations.
  • Team player, with an ability to work effectively and harmoniously within a diverse team.
  • Familiarity with office IT applications, including MS Word, MS Powerpoint.
  • Excellent problem-solving capabilities, high levels of self-motivation and drive, and a strong desire to play a key role within a highly dynamic and ambitious team.
  • Excellent communication skills in both Bahasa Indonesia and English.
